Frank Noonan

Frank Noonan, our group’s founder, began his career as a combat lieutenant with the United States Marine Corps in Vietnam. Following his tours of duty, Frank spent over 27 years in the Federal Bureau of Investigation. Thereafter, Frank began a second career serving in a variety of investigative agent roles with the Pennsylvania Office of Attorney General.

He served for many years as a Regional Director for the Bureau of Narcotics Investigation and Drug Control. He eventually rose to the Office of Attorney General’s highest agent position and was responsible for the direct supervision of many of Pennsylvania's highest-profile cases over the past 15 years. In 2011, Frank became Commissioner of the Pennsylvania State Police, where he served with honor and dignity until retiring in 2015.
